What is Huroob status?
Huroob is an Arabic word which means absent from work or runaway from work without informing your Sponsor/ Kafeel. In the literal meaning of Saudi Arabian laws, Huroob is a serious term used for every Saudi expat living in Saudi Arabia for work purposes. It means the working Saudi expat is absent from work without the intention of the employer.
Which people come under the Huroob status?
Following people are considered under the Huroob status which is not satisfied by their
- Designation & Job.
- Kafeel or Sponsor.
- Who wants to go home without the Sponsor’s consent.
What does law speak of people who are living under Huroob status?
According to Saudi law for Saudi expats, if the people under Huroob status are caught by the police or higher authorities they will have to face serious consequences like:
- They will be deported to their home country.
- If the person is working/employed, his money will be used for deportation.
- He will be banned from entering the Kingdom of Saudi Arabia for 5 years.
- He cannot enter Saudi Arabia for Hajj or Umrah.
What is the new law for the Huroob people?
The Saudi Jawazat has given a statement issuing a warning for the Saudi expats that if they come under Huroob status they will be
- fined SR 50,000/-.
- jailed for 6 months.
- Deported permanently with no chance to enter the kingdom ever again.
Is the Sponsor/ Kafeel has to report for Huroob status?
The sponsor/ kafeel invests a lot in bringing Saudi expats from their home country to Saudi Arabia, give them legal status and other facilities. So if any Saudi expat runs away it comes under violation of the law and the sponsor/ kafeel can report his passport for Huroob in Saudi Jawazat.
Can the sponsor cancel Huroob status?
According to the new law, sponsor/ kafeel cannot cancel Hurooob status through Absher electronic gate but they have to personally visit the department of the Saudi expat in Saudi Jawazat building within 15 days from the date of Huroob.
Is it compulsory to report Huroob against the runaway worker?
Yes, it is compulsory to report against them else the sponsor will be fined.
- SR 5,000/- for not reporting the Huroob for 1 year for the first time.
- SR 10,000/- for not reporting the Huroob 2 years for the second time.
- SR 15,000/- for not reporting the Huroob for 3 years in the third time and sponsor/ kafeel will also be imprisoned for a month.
Can any Sponsor/ Kafeel employ Huroob workers?
Saudi Jawazat has clearly stated that anyone who accommodates, transports or facilitates the Huroob people will face severe fines according to laws. The companies who will employ huroob people will have to face SR.100,000/- fine along with a ban for employing for the next 5 years.
Does kafeel accuse the worker of Huroob status?
Due to the kafala system, several times kafeels are found abusing the workers and reporting false Huroob if they don’t like anyone or seek money to cancel huroob status. The Ministry of Labor and Social Development has warned sponsors from making false huroob reports against expatriate workers.
The ministry stated that it will stop its services for 5 years to employers who charge false allegations against expatriate workers.
