Amendment & certain additions in the Saudi Labor Law

The Ministry of Labor and Social Development has recently approved some amendments and introduced certain additions in the Executive Regulations of the Labor Law with a new table of labor violations and penalties.

Employers will face fine/ penalty in case of any violation of right of their employees

The Changes are mostly related and applicable on the employers in the Saudi Arabia. The Ministry has tightened the rules and have compelled all the employers to strictly adhere to it specially when it comes to the rights and entitlements of the workers, labor and the office staff working in the capacity of employment under their employers. Summary of Fines and Penalties

S.No. Nature of Violation Amount of Penalty/ Fine
1 Those who are found involved in selling work visas or act as brokers in the sale of visas. SR. 5,000
The amount of fine will be multiplied with the number of workers who took advantage of the said visas.
2 The Employers who allow a non-Saudi employee to work in a profession other than listed in his work permit. SR. 10,000
3 The owner of a firm, who provides incorrect information or data to the ministry, in order to get any services or privileges or work visas from the Ministry. SR. 25,000
The amount of fine will be multiplied with the number of workers who took advantage of the said services or visas.
4 If employers are found to be keeping a passport of any worker or his family members. SR. 5,000
5 If employers are found to be keeping residence permit (Saudi Iqama) of any worker or his family members. SR. 5,000
6 If employers are found to be keeping medical insurance card of any worker or his family members. SR. 5,000
7 In the case of Non-payment of wages in the due dates. SR. 3,000
8 When a firm fails to comply with the regulations with regard to allowing employees to avail of their scheduled vacation. SR. 10,000



Why such New Regulations have been introduced recently by Ministry of Labor?

According to the ministry statement, the new regulations come as part of the ministry’s efforts to regulate the Saudi labor market in line with the changes and successive developments witnessed in the market. The new table of labor violations and penalties have been approved after making some amendments and additions to keep pace with the changes in the Executive Regulations of the Labor Law. The table specifies the maximum amount of fine for each violation and the period of closure of the firm for each violation.
