What is e-Migrate System?
The e-Migrate system is an online registration system launched in the year 2015, its purpose was to document the foreign employers to recruit the Indian workers. Indian citizens with Emigration Check Required (ECR) stamp on their passports have to get their job offers cleared through the e-Migrate system.
This system was introduced to protect and prevent the unskilled and illiterate blue-collar workers from contract substitution, exploitation, and human trafficking.
Announcement for Compulsory Online Registration By ECNR Passport Holders
The Ministry of External Affairs has recently announced,
INDIAN WORKERS ARE REQUIRED FOR THE REGISTRATION COMPULSORY FOR ALL THE EMIGRATION CHECK NOT REQUIRED (ECNR) PASSPORT HOLDERS SETTLING FOR OVERSEAS EMPLOYMENT TO BELOW MENTIONED 18 COUNTRIES. THE LIST OF SAID COUNTRIES INCLUDE THE GULF COUNTRIES AS WELL.
Announcement by Consul General of India
According to Consul General of India in Jeddah,
ALL INDIAN EXPATRIATES WORKING IN SAUDI ARABIA AND 17 OTHER COUNTRIES ARE REQUIRED TO DO A MANDATORY ONE-TIME REGISTRATION THROUGH THE E-MIGRATE SYSTEM.
List of Countries for Travellers to Ensure Online Registration
The above-mentioned rule shall be applicable and valid for the travelers to the below-mentioned countries related to the overseas employment:
Applicable Date for the Online Registration of ECNR Passport Holders
The said rule shall apply to begin from January 01, 2019 onwards. The Ministry of External Affairs has stated clearly that the Indian travelers leaving for overseas employment to one of the abovementioned 18 countries shall be offloaded, if they fail to register online at the Government’s e-Migrate system portal.
Do You Need to Register If You Are Already Abroad?
Only one-time registration is required for all the Indian expatriates working abroad, this includes the long-term expatriates as well. In case of failure, it will result in denying permission to fly back from India.
New Rule is Applicable for Non-Emigration Check Required (ECR) Passport Holders
Previously, only Emigration Check Required (ECR) passport holders were required to obtain prior approval before traveling but the new rule has widened the ambit and includes Indian passport holders who do not require Immigration clearance.
The timing of Registration for Non-Emigration Check Required (ECR) Passport Holders
- The Non-Emigration Check Required (ECR) passport holders have to register online 24 hours before the travel. Upon registration, they will receive immediate approval by SMS or Email.
- Emigration Check Required (ECR) passport holders will continue to apply for Immigration clearance.
Emigration Check Required (ECR) passports will be stamped as Immigration Check Required while ECNR passports would not have any stamps.
According to the Ministry of External Affairs, the said rule is introduced and will be implemented in order to protect and provide welfare to the Indian immigrants abroad.
Procedure for Online Registration
The Indian citizen needs to complete the registration at e-Migrate at least 24 hours before his or her departure. The followings are brief steps to follow for the required registration:
- The applicant needs to visit the above-mentioned website and fill in the required details at the link “ENCR registration” and follow the steps to fill the registration form.
- Once the online registration is successful, the applicant would receive a confirmatory SMS or email.
- The confirmation SMS or email needs to be shown at the airport before the applicant boards the flight.
The exception of the Above Rule of Online Registration
Spouses and children are exempted from this requirement of online registration.
Time Period for Online Registration
It would be difficult to register from abroad as Indian mobile number is required for the website to send a one-time password. However, the number need not be under the name of the expatriate. Registration has to be done between 21 days and 24 hours prior to the date of the travel.
