About two (2) years ago the Interior Ministry made a rule for everyone coming for Umrah in Ramadan must get himself a permit. This decision was taken after the overcrowdings in the Masjid Al Haram. The Saudi Interior Ministry has warned that pilgrims coming to the Grand Mosque without a permit will be fined 10,000 riyals.

According to the Saudi Press Agency SPA

An Interior Ministry official said in a statement on Thursday that Umrah pilgrims have to be controlled to prevent the spread of the corona epidemic in all places, including the Masjid al-Haram’s courtyards, Mataf and Sa’i area between Safa and Marwah.

To make the restrictions in these places effective, it has been decided that if a person goes for Umrah during Ramadan without obtaining a permit, he will be fined 10,000 riyals, while entering the Masjid al-Haram without a permit. A fine of 1,000 riyals will be imposed for trying to enter. The fines will remain in place until the end of the Corona epidemic.

The Instructions are Strict and Checking will be Done Everywhere

The Interior Ministry has appealed to Saudis citizens and Saudi expats to obtain a permit before going to the Grand Mosque for Umrah or prayers. The Interior Ministry warned that security personnel would check permits on all highways, check posts and routes to the Haram Sharif and stop violators. Eatmarna and Tawakkalna Apps can be Used to Obtain Umrah Permits

According to SPA, the Ministry of Hajj and Umrah, in collaboration with Sadaya, has released new editions of Eatmarna (اعتمرنا) and Tawakkalna apps. During Ramadan, Saudi citizens and Saudi expats will be able to obtain Umrah, pilgrimage and prayer permit through them, while permits will be available on the Tawakkalna app.
