Termination, Rights and Requirements of Saudi Green Card

The Premium residency center has begun its services from Sunday June 24, 2019 onward for receiving applications for the Premium residency (Special Privilege Iqama, also known as Saudi Green Card).

  1. Rights and Privileges of Holding “Special Privilege Iqama (Saudi Green Card)“.
  2. Requirements to be fulfilled in order to obtain the “Special Privilege Iqama (Saudi Green Card)”.
  3. Termination of “Special Privilege Iqama (Saudi Green Card)”.

1). Rights and Privileges of holding Saudi green card

i). The Premium residency center has mentioned certain rights and privileges of Holding Special Privilege Iqama (Saudi Green Card) while observing the obligations associated therewith which have been stated as follows:


a). The holder of the Special Privilege Iqama (Saudi Green Card) can get the residence in the Kingdom with his family.

b). The holder of the Special Privilege Iqama (Saudi Green Card) can get Visit visas for relatives, as determined by the Regulations.

c). The holder of the Special Privilege Iqama (Saudi Green Card) can proceed with the recruitment of domestic workers from abroad according to his needs.


d). The other excellent feature available for the holder of the Special Privilege Iqama (Saudi Green Card) is the Ownership of real estate for residential, commercial, and industrial purposes, in areas other than the cities of Makkah and Madina and border areas, in accordance with the Regulations.

e). The other feature for the holder is the Usufruct rights on real property located in the cities of Mecca and Medina for a period not exceeding 99 years. The Ministry of Justice and the Ministry of Commerce and Investment shall set the procedures necessary for obtaining usufruct deeds from a notary public. Such rights are transferable subject to rules set by the Committee.

f). The holder of the Special Privilege Iqama (Saudi Green Card) can have the Ownership of private means of transportation, and other movables the acquisition of which is permitted under the law in the Kingdom.


g). The holder of the Special Privilege Iqama (Saudi Green Card) can Work at private establishments with the ability to change jobs; this will extend to family members. Professions and jobs limited to Saudis shall be excluded. This privilege will not prejudice fees applicable to non-Saudis.

h). The holder of the Special Privilege Iqama (Saudi Green Card) can Exit and Enter the Kingdom at his own accord.

i). The holder of the Special Privilege Iqama (Saudi Green Card) can use of lanes designated for Saudis at the Kingdom’s exit and entry points.


j). The holder of the Special Privilege Iqama (Saudi Green Card) can engage in the business activities, in accordance with the Foreign Investment Law.

ii). The Regulations shall specify the other provisions governing paragraph (1) of this Article.

2). Requirements to fulfill to obtain the Saudi green card

i). The Premium residency center has mentioned certain requirements which the applicant must fulfill before applying for the Special Privilege Iqama (Saudi Green Card) which have been stated as follows:


a). The applicant of the Special Privilege Iqama (Saudi Green Card) must submit a valid passport.

b). The applicant must be at least 21 years of age.

c). The applicant must provide the proof of the applicant’s financial solvency.

d). He must submit a criminal record that proves the applicant has no criminal precedents.


e). The applicant of the Special Privilege Iqama (Saudi Green Card) must provide a medical report providing that the applicant has no communicable diseases. Such report will not be older than six months at the date of filing.

f). If applying from within the Kingdom, the applicant must be legally residing in the Kingdom.

ii). The Committee may add other requirements in certain cases, as appropriate.

iii). The Regulations shall specify the procedures and rules relating to the provisions of this Article.


3). Termination of the Saudi green card

i). The Premium reserve shall be terminated in the following cases:

a). The holder of a Premium residency or Special Privilege Iqama (Saudi Green Card) is suspected of a crime punishable by imprisonment for a term not less than 60 days or a fine not less than 100,000 riyals or its equivalent.

b).The issue of a judicial decision or judge depriving the holder of a premium or Special Privilege Iqama (Saudi Green Card) immunity from the Kingdom.


c). The application for a Premium residency Special Privilege Iqama (Saudi Green Card) is proven to include false information.

d). Failure of the holder of a Premium reserve or Special Privilege Iqama (Saudi Green Card) to comply with the obligations provided for in Article 7 of this Law.

e). Relinquishment of the Premium reserve or Special Privilege Iqama (Saudi Green Card) by the holder.

f). Death or loss of competency of the holder of a premium permanency or Special Privilege Iqama (Saudi Green Card).


ii). The provisions of paragraph (1) of this Article shall not prejudice the right of the Committee to terminate the premium jurisdiction on grounds of public interest.
