Saudi Arabia is set to abolish the sponsorship (Kafala) system effective from the first half of the next year. The landmark move would be the latest in a series of economic reforms being carried out in line with the Saudi Vision 2030.
Saudi Arabia was supposed to introduce this abolition during the first quarter of 2020, but it was delayed due to the outbreak of the coronavirus pandemic. What was the Recent Announced by the Ministry?
The Ministry of Human Resource and Social Development in Saudi Arabia announced these new reforms during a press conference held in Riyadh.
According to the Ministry,
The new reforms that will come into effect in March 2021, will allow Saudi expat workers to change employer, request exit re-entry and final exit visa without requiring the employer’s consent. This is in line with the Kingdom’s Vision 2030 and the National Transformation Programme.

6 Conditions Issued by the Ministry to Change a Job by Saudi Expat
The below mentioned conditions issued by the Ministry for the Saudi expat to change a job.
|1||The Saudi expat must be registered with the labor system.|
|2||The Saudi expat must complete his contract with the current employer.|
|3||The Saudi expat must complete the first (1st) year with his current employer after entering Saudi Arabia.|
|4||The Saudi expat must have a notarized work contract.|
|5||A job offer is submitted by the new employer via the Qiwi platform.|
|6||Submit a resignation to the current employer with the notice period.|
5 Conditions for the New Employer to Request a Transfer
|1||Eligible to obtain a new visa as per the regulations.|
|2||The new employer applies for the service via the Qiwa platform.|
|3||Compliant with the Wage Protection System.|
|4||Compliant with the contracts documenting and digitizing program.|
|5||Compliant with the controls of the Self-Assessment program.|
8 Cases in which Saudi Expat can Transfer Without Conditions
|1||Absence of Notarized Work Contract within 3 months of entering Saudi Arabia.|
|2||No Salary for 3 consecutive months.|
|3||If the employer is absent, either by travel, registration, death, or any other reason.|
|4||If the Saudi expat work permit or Saudi Iqama expires.|
|5||If an Saudi expat employee reports a commercial coverup to the authorities (A business is run by an expatriate in the name of a Saudi)|
|6||The Saudi expat worker is brought with human trafficking.|
|7||If the employer does not appear in the labor court hearings.|
|8||If the current employer agrees to release him.|
